Technical Dinner: Kosciuszko Bridge

November's Technical Dinner will be presented by the Geotechnical Tech Group, and will feature a presentation on the Kosciuszko Bridge project.

The New York State Department of Transportation (NYSDoT) has undertaken the Phase 1 construction of the I-278 Kosciuszko Bridge replacement over Newtown Creek between Brooklyn and Queens, NY through a design-build contract by a team consisting of the joint venture between Skanska, Kiewit, and Ecco III Contractors (SKE) and HNTB as the lead Designers with Haley & Aldrich as a specialty geotechnical subconsultant.

As part of the project design requirements and phasing, new connector roadways leading into the new approach structures were to be constructed underneath existing active connector roadways.  SKE sought to use traditional staged earth‐filled embankments utilizing prefabricated modular retaining walls (T‐Walls®) in lieu of lightweight alternatives for cost, schedule, and logistic reasons.  The existing connector consisted of a shallowly-founded, rigid concrete framed column supported elevated roadway.

The proposed portion of the alignment is being constructed beneath heavily travelled Brooklyn Queens Expressway (BQE) viaduct while the existing viaduct remains in service.  The burden of proof fell upon the designers to determine the impacts and a means for managing the risks of excessive ground settlement. This presentation will focus on the unique design challenges associated with construction in low overhead conditions and how potential impacts to the BQE were mitigated during construction allowing the SKE team to install the embankment in a limited access area underneath an active viaduct supported on settlement sensitive shallow foundations. A discussion of the subsurface investigation and settlement assessment of the soils supporting the existing BQE are a critical aspect of this design, as their behavior drives the deformation of the viaduct. Additionally, the construction monitoring program used to enable the designer to assess settlement predictions as they relate to the true behavior of the soils and structure will be presented.
